The Land Transportation Office (LTO), under the guidance of Assistant Secretary Atty. Vigor D. Mendoza II, has instigated a concerted drive urging all regional directors to collaborate with government agencies for renewing expired vehicle registrations. Mendoza emphasizes the importance of compiling a comprehensive list of these delinquent vehicles to identify which are still operational and which have been retired.

Mendoza notes that out of the approximate 24.7 million delinquent vehicles, a significant number are tied to various government agencies. He has therefore called on these agencies to assist with the renewal of registrations for these vehicles. “Our hope is to work together in this endeavor, as it pertains to the safety of all road users in our country,” Mendoza added.

‘No Registration, No Travel’ Policy Takes Effect

As of Sunday, November 19, 2023, Mendoza has issued a stern warning to all owners of vehicles with expired registration to rectify this as soon as possible, as the LTO begins rigorous enforcement of the “No Registration, No Travel” policy.

Mendoza has directed all LTO officials nationwide to deploy as many enforcers as necessary to ensure compliance to this policy, pushing the owners of around 24.7 million vehicles, primarily motorcycles, to renew their registrations.

The enforcement of this policy aligns with the directives of Department of Transportation Secretary Jaime Bautista, to stringently adhere to Republic Act 4136, or the Land Transportation and Traffic Act, particularly Section 5 which mandates the compulsory registration of all vehicles. “This provision unambiguously states that no vehicle is permitted to be used, driven, or operated on the roads without having been registered with the LTO,” Mendoza stated.
