No more going to the physical LTO office, to shift away from traditional methods marred by corruption and the use of “fixers”, LTO Chief Assistant Secretary Vigor Mendoza II has commanded regional offices to expedite the transition to a digital platform. According to Mendoza, the objective is to facilitate vehicle registration and license applications electronically via the LTO portal system called LTMS (Land Transportation Management System).
This effort is expected to significantly reduce personal visits to LTO offices, with drivers being able to simply send their documents through a reliable courier service. With the full implementation of this system, it will prevent the existence of fixers who often offer to process applications for a fee.
“We are urging regional offices to speed up the process so that more motorists can avoid face-to-face vehicle renewals” he said. This means driver’s licenses and vehicle registrations could be delivered by courier, hence eliminating the necessity to physically visit an LTO office.
Traditional Method of Vehicle Registration and Application of Driver’s License
Traditionally, applying for a driver’s license and registering a vehicle with the Land Transportation Office required a series of lengthy, in-person procedures. This system, often rife with delays and red tape, involved:
- Visiting a local LTO regional office.
- Filling out application forms for vehicle registration or a driver’s license.

A report from CNN Philippines shows that according to records from the Land Transportation Office, approximately 24.7 million or 65% of vehicles in the country have not yet been registered or renewed. To address this issue, the agency is encouraging vehicle owners to register online.
