Additional Requirements

Transfer of Ownership of one second-hand motor vehicle or motorcycle

  • Deed of Absolute Sale or Writ of Execution from court authorizing the transfer (NOTARY PUBLIC). (1 original & 1 photocopy)
  • If the vehicle is mortgaged, submit Cancellation/Release/Assumption of Mortgage original copies (from the company dealer of MV/Bank). (1 original copy & 1 photocopy per Cancellation/Release/Assumption of Mortgage)
  • If a vehicle was acquired from a company/corporation, submit the Secretary’s Certificate original copy. (1 original & 1 photocopy)
  • If the sale was made through a representative, submit Special Power of Attorney, original copy. (1 original & 1 photocopy)
  • If MV was acquired from an insurance company, certification from the insurance company that subject MV was not declared a total loss/wrecked prior to sale. (1 original & 1 photocopy)

Change of Engine/Motor of one second-hand motor vehicle or motorcycle

  • Sales Invoice of the engine (1 original & 1 photocopy)
  • LTO Certificate of Stock Reported of the engine (1 original & 1 photocopy)
  • Affidavit of Change Engine (duly notarized and to be executed by the owner and mechanic) (1 original & 1 photocopy)
  • If engine was acquired from a private person or company/corporation, submit Deed of Sale of the engine (1 original & 1 photocopy)

Change of Chassis/Frame of one second-hand motor vehicle or motorcycle

  • Sales Invoice of the chassis (1 original & 1 photocopy)
  • LTO Certificate of Stock Reported of the chassis (1 original & 1 photocopy)
  • Affidavit of Change Chassis (duly notarized and to be executed by the owner and mechanic) (1 original & 1 photocopy)
  • If chassis was acquired from a private person or company/corporation, submit Deed of Sale of the chassis (1 original & 1 photocopy)

Change of Color of one second-hand motor vehicle or motorcycle

  • Affidavit for Change Color (duly notarized and to be executed/signed by the owner and painter) (1 original & 1 photocopy)

Change Body Design of one second-hand motor vehicle or motorcycle

  • Affidavit for Change Body Design (duly notarized and to be executed/signed by the owner and builder (1 original & 1 photocopy)

Permit to Assemble of one second-hand motor vehicle or motorcycle is in compliance with the New Registration – Assembled/Rebuilt

  • Statement under oath by the owner containing the type, make and serial numbers of the engine and chassis and body, if any. (1 original & 1 photocopy)
  • Complete list of the spare parts of the motor vehicle to be assembled or rebuilt together with the name/s and address/ess of the sources thereof (1 original & 1 photocopy)

Procedures

Once you have the documents ready, you may start with the actual procedures:

Step 1. Submit Required Documents

Go to the HPG – Motor Vehicle Clearance Division’s Receiving Section and submit all necessary documents.

Step 2. Document Verification

Wait for the receiving officer to check the completeness and authenticity of the documents.

Step 3. Receive Application Form and Order of Payment

If all documents are complete and genuine, you will be given the application form and Order of Payment (OP) indicating the fee to be paid.

Step 4. Pay Fees

Go to the Land Bank of the Philippines (LBP) and pay the required fees as indicated on the OP. Obtain a Special Bank Receipt (SBR) and the application form for MVCC.

Step 5. Submit Payment Receipt

Return to the Receiving Section of the MVCD – HPG and submit the SBR along with the application form and other documents. Wait for the endorsement for Physical Inspection and Macro-etching examination.

Step 6. Physical Inspection

Proceed to the Motor Vehicle Inspection Section (MVIS) with your vehicle for the physical inspection and Macro-etching examination. Receive a claim stub from the HPG MV Inspector.

Step 7. Wait for Results

Await the result of your motor vehicle clearance application.

Step 8. Receive Clearance Certificate

Once notified, present your claim stub at the Motor Vehicle Clearance Office – Releasing Section to receive your MVCC.

Where to Get It

The MVCC is issued by the PNP-HPG’s Motor Vehicle Clearance Division. You need to visit their office or designated stations to submit your documents and complete the process. The Land Bank of the Philippines handles the payment of required fees.
