  • Proof of electronically transmitted appropriate insurance Certificate of Cover (COC) or one (1) original COC issued by GSIS, if interconnectivity is not yet available (for government vehicles)
  • Electronically transmitted Motor Vehicle Inspection System Report (MVISR) or
    • Motor Vehicle Inspection Report (MVIR) not applicable for online renewal
      • Electronically transmitted Certificate of Emission Compliance (CEC) for MVs/MCs not inspected at PMVICs (except for Electric Vehicles) not applicable for online renewal

For Diplomats

  • Endorsement with control number 

For Other Exempt Vehicle (OEV) under Special Economic Zones

  • Certification that the Motor Vehicle or Motorcycle is still classified as Other Exempt Vehicle (OEV)

For Hire

  • Electronically transmitted franchise confirmation or one (1) original copy of franchise confirmation, if interconnectivity is not yet available (For Motor Vehicles)
  • One (1) Original or Certified Copy of the valid Motorized Tricycle Operator’s Permit with Official Receipt (MTOP) (For Tricycles only)

For Stolen and Recovered Vehicles

  • Presentation of original and submission of one (1) photocopy of the Lifting of General Alarm
  • Presentation of original and submission of one (1) photocopy of the Report of Recovery 
  • Presentation of original and submission of one (1) photocopy of the of Alarm Sheet
  • Original PNP Crime Laboratory (macro etching report) or National Bureau of Investigation (NBI) report, fully identifying the motor vehicle and stating therein the tampering done on the engine or chassis, if any
  • Original Certificate of re-stamping in case of tampered engine / chassis

For Reactivation of Storage

  • Original Receipt of Return Plate and Licenses (RRPL)
  • If for hire, electronic confirmation of valid franchise or Motorized Tricycle Operator’s Permit (MTOP) with valid Official Receipt (OR)

  • With previous LTMS renewal transaction

So, regardless if you are an individual or representing an organization, the first step is to choose whether you want to do it online or in person, then deciding whether the visit will be at the LTO office or via the LTMS portal to get started. 

Online, via the LTMS portal 

For individual

Step 1. Visit the official LTMS portal website.

Step 2. From the homepage, key in your username and password, then click Sign In to log-in to the public portal.

Step 3. Find the Vehicle Icon from the Dashboard, then click.

Step 4. Accept the LTMS Terms of Use by clicking on the checkbox and clicking Accept.

Step 5. Select the Motor Vehicle with registration to renew.

Step 6. Select Renewal as Application Type

Step 7. Validate requirements (scan and upload required documents like franchise for for-hire and GSIS insurance for government)

Step 8. Click proceed to payment

Step 9. Select payment channel

Step 10. Click proceed to summary

Step 2. Submit your Client ID number and required documents at the registration counter.

Step 3. Have your motorcycle inspected for roadworthiness and emission compliance.

Step 4. Wait for the officer to complete the inspection and secure approval for the submitted application.

Step 5. Proceed to the cashier to pay the registration and other applicable fees.

Step 6. Obtain your updated OR and CR, confirming the renewal of your motorcycle registration.

For Organization/ Company

Step 1. Visit the preferred LTO branch.

Step 2. Submit your Client ID number and the required documents at the registration counter.

Step 3. Wait while the receiving officer processes the application for registration renewal, validates requirements, and issues a Payment Order Slip (POS).

Step 4. Once you have a POS, proceed to the cashier to settle the bill for registration renewal.

Step 5. Wait for your turn at the Cashier Window and make a payment once called. 

Step 6. Pay the necessary fees and wait for the Official Receipt (OR) to be issued. 

Step 7. Proceed to the Releasing Window and wait for the updated OR and CR, confirming the completion of the registration renewal procedures for your motorcycle.

No Plate Number Yet

If your motorcycle still does not have an LTO plate number, you might be unsure when to renew your registration due to the backlog. Without a permanent plate, you cannot use the MV file number for yearly registration. Instead, you will use the date of release from the dealership as the basis for registration renewal. Follow these steps to secure a temporary plate number for emission compliance and CTPL insurance.

Step 1. Before heading to the LTO, visit a Private Emission Testing Center (PETC)0 and ask the staff for guidance on obtaining authorization for a temporary plate.

Step 2. Expect to pay around 50 pesos for the authorization and the printed temporary plate.

Step 3. The PETC personnel will attach the printed temporary plate during the emission testing and taking of pictures, which are required for the CTPL insurance.

Step 4. Obtain the Certificate of Emission Compliance and CTPL along with the other necessary documents for emission compliance and CTPL insurance.

Step 5. With the Certificate of Emission Compliance and CTPL in hand, go to the LTO to complete your motorcycle registration renewal by following the procedures for walk-in applicants.

You can renew your motorcycle registration at various locations depending on your situation:

  • Registration Section, Central Office (For Government, Diplomatic, Vehicles owned by Government Employees/OFW, or Other Vehicles as may be deemed necessary)
  • LTO District Offices (DOs) / Extension Offices (EOs) / E-Patrols / Vehicle Renewal Extension Facility (VREF)
  • Authorized District Offices nearest to the Regional Office  (For Tax Exempt (Diplomatic))
  • Authorized District Offices (For Tax Exempt (Exempt Private or Government) and for Stolen and Recovered Vehicles) 
  • LTO DO / EO nearest to the Special Economic Zone (For Other Exempt Vehicles (OEVs))
  • Public Utility Vehicle Registration Center (PUVRC) and Public Utility Vehicle Registration Extension Center (PUVREC) (For “For-Hire” MVs in NCR)
